Investing for Development SICAV (IforD), with BIL Manage Invest S.A. as the external licensed manager (or Alternative Investment Fund Manager – AIFM) of the Fund, harnesses its 15-year expertise in Impact investing to steer FEF’s strategy and governance.
Committed to women-led SME empowerment in the SICA region, IforD ensures mission-aligned investments and will engage a third-party TA provider to assist financial institutions in gender underwriting practices.

CENPROMYPE
The sponsor of FEF is the Regional Center for the Promotion of Micro, Small and Medium-Size Enterprises (“CENPROMYPE” or “Sponsor”). CENPROMYPE is a regional organisation, with international legal personality within the framework of the SICA. Its purpose is the articulation of policies at the micro, mesa and macro levels within the framework of national and regional objectives, in coordination with the regional government bodies, CENPROMYPE articulates agendas and strategies that strengthen the regional ecosystem of support for micro, small and medium-size enterprises (“MSMEs”).
In the SICA region, gender inequality and discrimination in MSMEs’ access to development resources and benefits are increasingly recognised. In response to that, CENPROMYPE, within its Regional MSME Agenda, defines as a strategic pillar Women’s Entrepreneurship. This is done by implementing solutions that combine financial and non-financial elements aimed at improving sustainable business models and promoting growth and competitiveness for this segment.

Luxembourg’s Development Cooperation
Luxembourg’s Directorate for Development Cooperation and Humanitarian Affairs is a major sponsor of the FEF through its agency, LuxDev. The agency plays a central role in executing Luxembourg’s bilateral development cooperation, conducting a broad range of activities aimed at assisting developing countries with a focus on sustainable development.
In the SICA region, Luxembourg’s Development Cooperation plays a significant role and has supported CENPROMYPE in setting up regional projects to promote women’s entrepreneurship.
Within the framework of the FEF, the Directorate for Development Cooperation and Humanitarian Affairs, through LuxDev, provides the initial sponsorship and concept for establishing the Technical Assistance Programme (TAP), which is legally independent from the Fund. On behalf of the Directorate, LuxDev also manages the first-loss equity participation in FEF (Class G shares).
